Meet Phil
Phillip was born in New Jersey, and is one of 5 siblings. He also lived for a few years in Maine, but his family moved to Virginia while he was in high school and it has remained his home for nearly 25 years. He has primarily lived in the Stafford, Spotsylvania, and Fredericksburg area.
Growing up in a Christian household, with a single mom who was intentional about keeping her kids in church, Phillip became involved in ministry and developed a passion for learning and serving. He has volunteered as a youth leader, an assistant church planter, small group teacher, and nursery worker.
His professional experience includes management in the food service and customer service industries, and more than 10 years in residential and commercial construction. He worked for a family-owned residential remodeling company based out of Dumfries, VA and a family-owned glass company located in Orange, VA. There, Phillip learned many skills that equipped him to be a well rounded leader, a hard worker, and a problem solver. In 2014, Phillip became a background investigator for the Federal Government. Phillip’s leadership skills were recognized and he was quickly promoted. He currently leads a team of background investigators for a government contractor, and is the sole bread winner for his household.


Phillip attended Word of Life Bible Institute and then Liberty University. He has a Bachelor’s degree Biblical Studies, a Masters degree in Management and Leadership, a Juris Masters, and is currently working on a Ph.D. in Public Policy specializing in National Security. He is a life long student who does not like to be idle and constantly seeks to fill his time with more learning and growth.
Phillip achieved Eagle Scout after joining Boy Scouts just before his 16th birthday. This was a notable accomplishment completed in just 2 years. Some of Phillip’s hobbies and interests include woodworking and craftsmanship, a YouTube channel with tips on personal finance, working out, gardening, fishing, hiking, time outdoors with family, and time on the gun range.
Phillip has always wanted to be a father and raise a family. He is living that dream out. He has 5 daughters, including a set of twins and a daughter with Edwards Syndrome. Phillip enjoys being a dad of daughters. They love to gather around him and brush his hair, embellishing it with ribbons and bows, then filling the house with giggles and laughter. The family often spends time on walks together in their quiet neighborhood or the surrounding national battlefield parks. They also enjoy bike rides and outings to Old Town Fredericksburg. His three oldest daughters are currently enrolled in Spotsylvania County Public Schools. He is driven to prepare them for the future, and the future for them.
He has served his local community by joining the Board of Directors of his POA and served 2 terms in various roles including Treasurer and President. Phillip volunteered on various committees in his POA as well. Additionally, he served on the Spotsylvania County Citizens Budget Review Committee. Phillip wants to continue to impact his larger community and his state. His strong conservative values, his passion to protect the unborn, his desire to protect personal freedoms and rights, compels him to step up and serve. He wants to make an impact for his fellow Virginians, and for the future of his daughters.


Phillip believes many Americans have hopes and dreams of one day being elected to public office. For Phillip, that is the case. He has looked at those who serve tirelessly and thanklessly as great examples and ones to be looked up to. Mark Cole has left a great legacy for the 88th District. Anyone seeking to fill the seat he is vacating must seriously consider all the costs in serving everyone in Virginia by representing those in the 88th.
Phillip has a passion for serving his community. Elisabeth, Phillip’s wife, and Phillip took the time to prayerfully consider this opportunity to serve. They asked God to provide clear direction and He did. Through various people, God showed Phillip and Elisabeth this is the path He has for them. But, why Phillip? Because he is passionate about what is good and will not waiver from his convictions. Phillip will be a voice for the innocent and unborn. Phillip will be an advocate for your God-given and constitutionally protected rights.
After two years of serving in the House of Delegates, Phillip’s passion to serve has only gotten stronger and is excited to continue serving Virginia by representing the 63rd district.
